What Does Ownership Mean in Practice? Policy Learning and The Evolution of Pro-Poor Policies in Uganda

Uganda is widely recognised as a country that has made significant achievements in implementing policy reform over the past decade. Is this because Uganda ‘owned’ the policy reforms? The government was certainly committed to policy reform, but is this ownership? This paper aims to clarify the notion of ownership of policy reform, using ‘pro-poor’ policies in Uganda as a case study. We provide an analytical framework for analysing policy learning, distinguishes between ownership and commitment, and describe the policy environment for poverty reduction. The Ugandan case is used to illustrate how donors can influence the process of policy learning. A sufficient condition for policy reform is that a government has available to it a policy alternative that can be implemented and is believed to be superior to the current policy.
